THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0343-09 PROGRAM ANALYST (TITLE 32), Position Description Number D1010000 in FAC110000 and is part of the MO Directorate of Plans Operations and Training.
APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining position.
Qualifications:
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS/AFSC qualified within 12 months from date of appointment.

Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess experience in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management; and experience using computer and automation systems.
GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience which demonstrates your ability to review, evaluate and analyze budgetary obligations and expenditures; compile funding projections and prepare funding recommendations; identify and analyze deficiencies in resource consumption, training, workload and scheduling, and evaluate deviations from standards, plans, and estimates to determine cause and impact on missions; and develop an annual budget for programs based on budget guidance from higher headquarters. The specialized experience must also indicate you possess knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience which demonstrates the ability to apply practices, theories, techniques, and methods of management; analyze and interpret policies and procedures of local management; gather, assemble and analyze facts; draw conclusions and develop solutions to assigned problems; work with people from various trades and backgrounds to elicit their cooperation to perform specific tasks, comply with regulations, laws or practices; and present and discuss complex matters in a clear and convincing manner.
